Yes. Modern systems are designed to heat as well as cool, and keep working in cold UK winters, with output reducing in very low temperatures.
A heat pump typically produces several kilowatts of heat for each kilowatt of electricity it uses, while a plug-in electric heater produces one. Actual savings depend on the system, the building and your tariff.
Air-to-air systems heat the rooms they are fitted in. They do not provide hot water, so most homes keep their boiler for hot water and use air conditioning for room heating and cooling.
